Community Retrofit Collaborative Learning Network
A collaborative space for practitioners committed to equity-centered building retrofit solutions.
Purpose
The CRC Learning Network exists to expand the circle of practitioners advancing equitable retrofit strategies, provide accessible opportunities for peer learning and collaboration, share lessons across CRC Partners and the wider field, and strengthen our collective capacity to scale community-driven, equity-centered retrofit navigator programs nationwide.
Who Can Join
The Learning Network is open to community-based organizations, local governments, policy advocates, technical assistance providers, workforce partners, and others engaged in or supporting equitable retrofit approaches.
Participation is free and open to all interested practitioners.

Who Will Do the Work? Building the Workforce for Equitable Retrofits
This 60-minute session examines how retrofit programs can be designed to build the workforce that delivers them — high road jobs with family-sustaining wages and benefits, contracting opportunities for small and diverse business enterprises, and the skilled labor needed to meet growing demand. Decisions made during program design shape who gets hired, who is able to bid, and whether retrofit investments build lasting local capacity.
To ground the discussion, the session will highlight two programs. Rising Sun Center for Opportunity will share how its programs and policy work build a high road retrofit workforce, drawing from experience training youth, women, and system impacted residents for jobs in energy efficiency and construction. They will also share recommendations on how local governments can design residential decarbonization programs that deliver high road wages and benefits while still opening doors for small and diverse contractors. Emerald Cities Collaborative will introduce ReTune DC, a regional initiative developed in response to Washington DC's Building Energy Performance Standards. Building on existing retrofit programs, ReTune DC equips local workers with the skills to meet rising demand for energy efficiency upgrades.
The presentation will share practical insights for local governments responding to new policies, including how to connect workforce development with industry demand.
