Community Retrofit Collaborative

The Community Retrofit Collaborative (CRC) is a community of thought leaders dedicated to addressing climate change and advancing equity at the intersection of building retrofits, housing affordability, health, and economic inclusion.

The CRC seeks to advance Retrofit Navigator programs across U.S. cities to speed the pace of electrification and to equitably implement federal, state, and local funds.

Partners

CRC partners bring a wealth of experience in data analysis, community co-creation, program implementation, engineering, workforce development, and policy design. We meet regularly to share best practices and break down silos.

Resources

To date, the CRC has released guideline documents for local, state, and federal policymakers. These programs, which the CRC previously referred to as “community-driven retrofit programs,” are now called Retrofit Navigator programs to reflect their role guiding communities through the retrofit process.


Guidelines for Maximizing the Benefits of Federal Investments in Buildings was created to provide a starting point for state policymakers and climate teams that are designing programs that will benefit from federal Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA) funding. With this direction, we hope to support programs that meet community priorities and are co-created with the communities they aim to serve.

Guidelines for Creating Community-Driven Building Retrofit Programs showcases how cities in the US can implement building decarbonization policies and programs in an equitable manner while also incorporating a broader set of community priorities and needs in the development, delivery, and outcomes of the program. It is accompanied by four case studies from cities in the United States that have implemented Retrofit Navigator programs, highlighting learnings for other cities.
